Energy saving certification refers to the energy saving production according to the relevant national ‌ ‌ product certification standards and technical requirements, in accordance with the international product quality certification regulations and general procedures, confirmed by the energy-saving product certification body and through the issued certificates and energy-saving marks, show that a product is in conformity with relevant standards and energy saving requirements. The certification of energy-saving products in China is subject to the supervision and guidance of the state bureau of quality and technical supervision. The ownership of China product energy conservation certification marks belongs to China product energy conservation certification administration committee, and the use right belongs to China energy conservation product certification center. Anyone who misappropriates, falsely USES or makes this logo without permission will be investigated for legal responsibility according to the energy conservation law of the People's Republic of China.

The scope of

China's energy - saving products are involved in almost every field of national economy and social life. In line with the principle of gradual development and classification of certification, China energy conservation product certification administration committee has determined that the first batch of products to be certified fall into the following three categories: green lighting products, including compact fluorescent lamps and ac electronic ballasts; Household refrigerators; Industrial energy-consuming products, including fans and pumps. The use of these products calendar large, wide, energy saving potential is huge, the environmental benefits and economic benefits brought by energy saving is also very significant.

China energy conservation certification application process

I. data preparation

The enterprise applying for energy-saving product certification shall fill in the application form for energy-saving product certification and submit it together with the following materials to the office of China energy-saving product certification center (hereinafter referred to as the office) :

1) a copy of the business license or a copy of the registration certificate (if the applicant is different from the audited party, the applicant's certification materials should also be provided);

2) certificate of registered trademark of the product;

3) copy of product production license (if required);

4) certification materials of stable product quality and batch production capacity (such as batch production conversion appraisal materials);

5) product standard (refers to the product express standard, if the national standard is implemented, it is not necessary to provide);

6) copy of product electrical safety certification certificate or safety inspection report; (listed in the product catalogue of compulsory supervision and administration of national security certification)

7) product performance inspection report and performance inspection report of controlled key parts;

8) manufacturer's quality manual;

9) other relevant information as required.

The following information may also be submitted for reference:

1) copy of quality system certification certificate (if certified);

2) copy of product quality certificate (if certified);

Accept applications

The applicant shall complete the examination of the application form and relevant materials within 10 working days after the application form and relevant materials are fully prepared, and issue the notice of acceptance of application for energy-saving product certification to those meeting the requirements, and give the certification project number. And whatsoever that signed the contract that the energy-saving product certification, along with the energy conservation product authentication the acceptance of the notice, will send out the energy-saving product certification contract (in duplicate) to determine the scope of the certification (product name, auditee/manufacturers, product trademark), factory inspection and product sampling date, certification complete payment requirements and timing, responsibilities and obligations, etc. The contract shall be valid for four years. If the scope of certification (including the type of product, manufacturer, etc.) has not been changed, the contract shall not be signed again each time the certification is expanded.

Product inspection

1. Product inspection basis: product standard or certification technical requirements.

2. Product inspection procedures

1) determine the certification unit and the range and quantity of sample drawing/sending according to the product certification implementation rules, and send the notice of sample drawing/sending to the enterprise.

2) the designated inspection team or staff shall be responsible for sampling and sealing samples, and shall seal and sign the sample sheet

3) in case of on-site inspection, the testing institution shall send personnel to the site for inspection.

4) the product inspection fee shall be paid directly by the enterprise to the inspection institution according to the charging standard of the inspection institution.

5) the inspection institution shall issue two product inspection reports to the applicant and be responsible for transferring one of the reports to the applicant.

Iv. Assessment and registration

1. Evaluation form

The technical committee is responsible for the organization of certification assessment, mainly in the form of joint examination or letter examination.

2. Evaluation basis

The evaluation basis mainly includes: the "factory inspection report" submitted by the inspection team and the evaluation report made; Sample inspection report and evaluation report.

3. Certification and evaluation

1) organize the evaluation team to conduct comprehensive evaluation of the factory inspection results and product inspection results according to the evaluation basis, and sign the certification evaluation opinions.

2) issue the notification of product certification result to the applicant according to the evaluation conclusion.

4. Registration procedures

Enterprises that have passed the product certification shall go through the following registration procedures after receiving the notification of product certification results:

1) sign the agreement on the use of certification certificate and marks;

2) get the product certification certificate and handle the use of marks.
