REACH replaces eu regulations or directives such as (EEC) no793/93, (EC) No 1488/94, 76/769 / EEC and becomes a complete regulation for the uniform preventive management of all chemicals entering the eu market. The implementation of the regulation has seriously affected the export of products from China to the eu, especially those from the chemical, mechanical and electrical, textile, printing and dyeing, rubber, plastics, toys, furniture and other industries.

Main contents of REACH regulation

All chemical substances with an annual output or import volume of more than 1 ton shall be registered, and chemical safety reports shall be submitted for substances with an annual output or import volume of more than 10 tons.

Evaluation: including file Evaluation and material Evaluation. The purpose of the archive assessment is to verify the integrity and consistency of the registration files submitted by the enterprise; The purpose of substance assessment is to identify the risks of chemicals to human health and the environment.

3. Authorisation: Authorisation is given to the production and import of chemical substances with certain dangerous characteristics that attract people's high attention, including CMR, PBT, vPvB, etc.

Restriction: Restriction on the production or import of a substance, configuration or article within the European Union if it is considered that the manufacture, placing on the market or use of such substance, configuration or article results in the risk to human health and the environment not being adequately controlled.

Responsibilities and obligations of REACH regulation

1. Materials/accessories

Unless otherwise provided for by REACH, any manufacturer or importer of any substance in the eu, whether in itself or in one or more preparations in quantities greater than or equal to 1 tonne/year, shall submit to ECHA for registration.

2, items,

(1) if the product contains a substance intended to be released and the annual export of the substance is greater than 1 ton, registration is required.

(2) if the product contains no intentionally released substances, the following conditions shall be followed:

A if the product contains substances of high concern (i.e., SVHC) and the content is less than 0.1%, there is no need for notification and active information transmission, but if the importer or consumer requires it, it is obliged to provide relevant information;

B. If the product contains SVHC, and the content is greater than 0.1%, and the annual export volume is less than 1 ton, it must inform the downstream importer and transmit the relevant information, and issue the relevant certification documents. The information transmission usually includes SDS safety table, etc.;

C. If the product contains SVHC, and the content is greater than 0.1%, and the annual export volume is greater than 1 ton, the notification must be made to ECHA. Click to check the notification requirements of SVHC.

D at the request of the consumer, all suppliers of the item shall, within 45 days of receipt of the request, provide the consumer with sufficient information available to make the item safe for use. This information at least includes the name of the substance.

(3) substance restrictions, namely the restrictions on the manufacture, marketing and use of certain dangerous substances, preparations and articles in annex XVII of REACH, are important work contents of articles other than SVHC.

How does an enterprise comply with REACH

1. To ensure that chemical substances exporting more than 1t/y are registered, enterprises will receive an 18-digit registration number upon successful submission of a chemical substances registration file to the European chemicals management agency (ECHA).

2. Screening SVHC and annex XVII for restricted substances, reporting when SVHC exceeds the limit in the product and transmitting the supply chain information, and ensuring that the harmful substances in the product do not exceed the regulatory limit. The most common method is to conduct SVHC testing or annex XVII restricted substance testing and obtain test reports.
